Two strangers arrive in town and kill and rob a well-known citizen. The authorities don't arrest them. Why not?
Clue 1: The authorities advise the two to leave town and not come back.
Clue 2: The strangers pick up three more accomplices. Together they break into a residence and kill and rob another well-known person.
Clue 3: All five are rewarded for their efforts.
Clue 4: The stolen items include a pair of shoes and a broom.
Solution: The strangers were Dorothy and Toto. In the Land of Oz, there seems to be no penalty for killing witches.
